Minutes of the Board of Commissioners' Meeting
July 15, 2021

The Financial report was presented by Michael Simmons, Chief Financial Officer. 

The Management report was presented by Ayub Fleming, Acting Executive Director. 

I. The monthly meeting was called to order via teleconference at 9:44 a.m. by Chair Philpot.

II. Invocation and Pledge of Allegiance
Commissioner Murphy led the Invocation and Pledge of Allegiance.

III. Public Appearances - None

IV. Public Hearing
Chair Philpot Opened the Public Hearing.

Gaile Plowden presented the 5-year plan for the Sanford Housing Authority (SHA) and the need for the Civil Rights Certification required by the United States Department of Housing and Urban Development (HUD). There were no comments verbally or in writing.  

Chair Philpot closed the Public Hearing.

V. Approval of Minutes from April 8, 2021
A motion was made by Commissioner Murphy, seconded by Commissioner Roberts, and carried, that the board approve the April 8, 2021, minutes of the Board of Commissioners' meeting with the clarification on whether Commissioner Murphy was present at the meeting.  The Commissioners voted as follows:

VI. Approval of the Minutes from June 17, 2021
A motion was made by Commissioner Murphy, seconded by Commissioner Roberts, and carried, that the board approve the June 17, 2021, minutes of the Board of Commissioners' meeting with the clarification on whether Commissioner Murphy was present at the meeting.  The Commissioners voted as follows:

A motion was made by Commissioner Murphy, seconded by Commissioner Roberts and carried, that the board approve Resolution Number 2021-6 on the Consent Agenda of the Board of Commissioners' meeting.  The Commissioners voted as follows:

XI. New Business

A. Two EJP Consults, Rhae Parks and Kathy Carlton, presented an estimate of the potential scoring of Sanford Housing Authority's 2021 Choice Neighborhoods Initiative (CNI) Implementation Grant application. The potential scoring estimate was virtually presented. 

B. Congresswoman Stephanie Murphy submitted the request for funds to the United States  Congress' Appropriations Committee.  Ms. Bryant informed the Board that the Sanford  Housing Authority will receive $238,000 to fund the SHA Resource Center/Office.
