Understanding the E-Bill & Payment Portal
Q. What is the E-Bill and Payment Portal?
A. The Orlando Housing Authority (OHA) is pleased to introduce the E-Bill and Payment Portal for Public Housing Tenants. OHA now offers public housing residents the following conveniences: (1) the ability to securely view account balances and (2) to pay your rent and other charges online. It is quick, convenient, and secure! It can be accessed through your computer, tablet or smart phone device.
Q. What are the benefits of enrolling in the E-Bill and Payment Portal?
A. There are numerous benefits in enrolling to the E-Bill and Payment Portal:
- You now can pay in the convenience of your home; you can make payments anytime 24/7;
- You no longer have to wait for the site office to open;
- You no longer have to purchase money orders or checks;
- You can save your banking information for the next occasion;
- You can setup recurring (automatic) monthly payments;
- You can set up your own secure username and password and many other advantages.
Q. How do I access the OHA E-Bill and Payment Portal?
A. There are a few ways to access the online payment: (1) Click on the online payment option as a guest to make a one-time payment or (2) Click on "enroll" and set up an account to schedule recurring (automatic) monthly payments. NOTE: It is necessary to have a active bank account, debit card and/or prepaid card. A valid email and telephone number are required. OHA will assist residents in establishing a free email address. Contact the Housing Manager for your apartment complex.
Q. Is making online payments on the OHA E-Bill Portal safe and secure?
A. Yes. The OHA E-Bill Portal is managed by the bank and the bank's security measures and protocols.
Q. Can I make recurring (automatic) monthly payments and if so, how do I make them?
A. Yes. Choose the "Enroll" feature to begin the enrollment process using your Client ID number and the last four digits of the Head of Household's Social Security Number. Choose a username and password, then select the personal security questions and answers. Once logged in, you can then set up payment preferences and set up automatic payments.
Q. Does OHA charge a fee for online payments?
A. No. OHA will not charge a fee for the use of the E-Bill Payment Portal (Online Rent Payment).
Q. Will I have access to my receipts after I make a payment?
A. Yes. The most recent payments will be available to view, print, or download after you make your payment. You will also receive a payment notification via email.
Q. Can I make a partial rent payment?
A. No. OHA shall not accept partial payment of rent as specified in your lease agreement. NOTE: The online system will detect the partial payment and will not allow the payment to proceed until you enter the correct balance due.
Q. Can I see my bill before I pay?
A. Yes. You can access your account to see your balance. Click on the "View Bill" button to see your complete bill.
Q. Can someone transfer funds from my banking account to another bank account?
A. No. The OHA E-Bill and Payment Portal is not designed to transfer funds within personal bank accounts. This website only allows you to pay your rent and other charges to OHA.
Q. How do I pay rent online?
A. The portal gives you the option to make a one-time payment using the "Pay Now" feature or use the "Enroll" feature to set up an account. The following information is required:
- Client ID number;
- The last four digits of the Head of Household Social Security Number;
- An email address & phone number.
Q. What if I have difficulty accessing my account?
A. Verify that you are entering the correct information. Follow these steps:
- If you have not "enrolled" yet, you need to make sure you selected "PAY NOW" and enter your Client ID number, followed by the last 4 digits of your social security number and finally press "Pay Now."
- If you are "enrolled" you need to make sure you selected "LOGIN", enter the username and password you created for yourself and finally press "Login."
- If you forgot your Login ID or Password, refer to the links and click the link that applies to you.
- If you are still unable to access your account, contact your OHA management office.
Q. How can I make an online payment?
A. Select the Pay Now option.
- Enter your Client ID and the last four digits of your SSN#;
- Click on the "Pay Now" button
- Enter your "Payment Amount"
- Press "Click to add payment method"
- Enter your banking preference (Bank Account and/or debit card)
- Enter your banking information
- Click on "Add" button and choose your "Pay date"
- Click on press the "Continue to Payment" button
- Confirm the payment information and amount
- Finally press "Make Payment" button. You may print and/or download your confirmation notice for your records.
Q. Do I need to Enroll to use the E-Bill and Payment Portal?
A. No. You are not required to enroll in the E-Bill and Payment Portal to be able use it and pay your rent bill. However, if you wish to make recurring (automatic) monthly payments or want your financial information to be saved, you must enroll and setup a secure username and password.
Q. Can a family member or another non-resident person pay my rent online?
A. Yes. They will need to pay as a guest and follow the instructions.
Q. Can I pre-pay my rent?
A. Yes. Payments made before the month begins will be assessed to your account as a pre-payment and only if you do not have a balance on your account.
Q. How do I change my initial username and password?
A. You have to "Enroll" to be able to setup a username and password. Afterwards, you can login with your current username and password and choose the option to update your contact information.
Q. When will the online payments start?
A. The online rent payment option will be implemented in phases. OHA will let you know via email when this option will be available at your site. Until then, continue to pay rent as you have in the past.
Q. Is this available to every participant Orlando Housing Authority?
A. No. It is not currently available to all public housing residents. The E-Bill and Payment Portal is only available to active Public Housing Residents that are not in the process of any legal action such as eviction and/or stipulation. Those Residents with legal action still have to make their payments at their designated sites as required by the legal agreement.
Q. Can I still make payments to the Management Office?
A. No. If your public housing site has been selected for the online option, OHA will no longer accept payments at that management office.
Q. What is my Client ID number?
A. The client ID number is assigned by OHA when you initially applied for public housing. The management office staff will provide you with your client ID number.
Q. What if I don't have a bank account?
A. Other alternatives to traditional banking include e-accounts (Online Banking Accounts), Credit Unions, Prepaid Debit Cards, etc.
Q. What if I don't have an email address?
A. If you do not have an email address, you may create one for free via Gmail, Outlook, Yahoo, iCloud, Hotmail, etc. NOTE: OHA will no longer contact the public via U.S. mail.
Q. What if I don't have a computer?
A. The online bill pay is also available on your smart phone and/or tablet. If you do not have access to any device with internet accessibility, contact a trusted family member, friend, caseworker or public agency for assistance. In the future, OHA will make computers available in the management office for rent payment.
Q. What if a payment fails because of Non-Sufficient Funds (NSF)?
A. If a payment is returned due to insufficient funds in the bank account, the Head of Household is responsible for the delinquent balance, the OHA NSF fee, bank fees, etc. Contact the Management Office for assistance.
Q. If my rent changes, but I don't see the new rent amount, what should I do?
A. Contact the Management Office for assistance.
Q. Besides my rent, can I pay other charges online?
A. Yes. NOTE: Fees and other charges added to the account after the 1st of the month will be seen on the next billing statement.
Q. Will I still be charged a late fee if I pay after the 5th of the month?
A. Yes. You will still have until 5:00 p.m. on the 5th of the month to pay. Any payments afterward, will be considered late and will be assessed a late payment charge. The charges will be seen on the next billing statement.
Q. Can a third party non-profit organization (charity, city, county, etc.) pay my rent online?
A. No. The third party can send a check to the Orlando Housing Authority at 390 North Bumby Avenue, Orlando, FL 32803 Attention to: Finance Department.
